Fix Coloured Pumpkins, plus tweaks #192

Coloured Pumpkins now have the correct Block Settings
Fixed Tiny Witched Pumpkins being generated instead of regular Witched Pumpkins
Tweaked the generation rarities of different pumpkin types
Restless Cactus can now be smelted into Brown Dye
Sorted HallowedBlocks a bit
