Sites need to advertise VLAN ranges (static) on which OpenStack networks will be created. Need to pay attention to stitching between sites and network models, because this information needs to stay on site model so that Network AM is not invoked.
Also - there will be no components - so need something for virtual interfaces on worker nodes.
