[UPDATE] - this will become it's own project and be implemented in Django (akin to artifact-manager)

Below is denoted for historical reference

Add API endpoint for publications tracking

independently searchable from people and projects, though can be foreignkey linked to both
generated by ingest tooling as well as validated manual input
format TBD

Publications

[ ] GET /publications
[ ] POST /publications
[ ] GET /publications/{uuid}
[ ] PATCH /publications/{uuid}
[ ] DELETE /publications/{uuid}
[ ] GET /publications/classification-terms
