Issue #213 Add coverage target #215

This needs https://github.com/haya14busa/goverage since the default go tool cover doesn't support multiple go packages.

Just rm -f tools.timestamp and run make coverage to get the tool downloaded and the coverage run. The HTML file generated path is echoed at the end.
