Fix failing builds #2736

All builds related to planner are failing. This PR updates the version of pip used in the containers for API tests and also install the python-devel package.

@jarifibrahim Your image is available in the registry. Run docker pull quay.io/openshiftio/rhel-fabric8-ui-fabric8-planner:SNAPSHOT-PR-2736 && docker run -it -p 5000:8080 quay.io/openshiftio/rhel-fabric8-ui-fabric8-planner:SNAPSHOT-PR-2736 and visit http://localhost:5000 to access it.
