Wireframe: Add missions to the wizard

Consider how the Launch "mission" could be added into the OSIO wizard flow.

Verification criteria:

• Use cases and user flows captured
• Wireframes for the wizard are updated with mission capabilities
• Shared with UXD stakeholders, Erik, Corinne, Joshua for review
