In preparation for the inclusion of the vertical navigation, the masthead must be set to a fixed position. This allows the vertical navigation to 'stick' to the bottom of the masthead, thereby only having the content scroll.
Additionally, this will also provide greater continuity between OpenShift.io and OpenShift Console, as OpenShift Console currently uses a fixed masthead with a vertical navigation.
