Dev: New Create Space Overlay #851

Create the new Create Space overlay, replacing the 'Space Wizard' as it currently exists. Replace the first 2 steps of naming the Space and choosing whether to import a project or a create a new application.

Work with Brian to implement visual design and, if necessary, work on updating pieces as needed due to existing limitations (if any).

Create Space

Create Space exists in OSIO
Import screens exist in OSIO
New Application / Project (similar to Create Space exists in Launcher Experience
- how can code/logic be shared between Create Space and New Application?

Create Space overlay is completed, but only exists in a branch until everything can be connected from beginning (Create Space) to end (Application Launcher).
