Design: Documentation links from OSIO #865

There is a new documentation location for getting started. Consider how this should be added into the current UI as links/menu items.

Designs have been posted to https://redhat.invisionapp.com/share/NVFTBRWQ9MB.

https://github.com/openshiftio/openshift.io/issues/2215 has been updated with designs and information for Docs and PM to review and approve. If direction is approved, will need to update documentation UX design story to reflect separation of RHOAR and OpenShift.io documentation.
