introduce javaSecurity variable in template #188

@rhuss this will let me switch /usr/lib/jvm/java/jre/lib/security/java.security (Java 8) vs /usr/lib/jvm/java/conf/security/java.security (Java 11) ... OK for you? NB This extends #187 (which extends #182), when reviewing this PR, just look at the 3rd commit 71e8a39fb85b1dfe0e2068b88aa6d38bd5144017.
