Are there any plans to upgrade to 5.5.0?

Could it be just an increment of the version numbers like the commit for 5.4.2 did?

I'm happy to supply that commit if that is all required.

That should probably be enough, yes. If you give it a go and submit a PR we should be able to check pretty easily.
