Messaging : Persistent Volume Claim issue #289

I am installing the runtime "messaging" into each of the pipeline environments in Google.

When I install it, everything is fine, except that the Persistence Volume Claim always fails on the first attempt. All the other components go, but I get the yellow X on the PVC. On the second attempt, the PVC goes fine.

The work around is to simply run the installer twice.

I forgot to include the output form the UI when the installation occurs.
