Split Parsing Config into separate package and use Pydantic

• Separate package makes use outside databricks possible
• Should only be file IO to read yaml -> get job config object
• Requires some caching mechanism to not read the same config over and over again if the file was not changed
• As pydantic allows for very easy schema generation, we might should include the schema in the repo and set the schema comment by default:
