Currently the AddNewCases is dependent on a dynamic url that takes a Station, we need separate functionality to add a new station

[x] Find way to make add new work for both Stations and Cases
[x] Identify React components so that building these can be distributed among the team
[x] Make issues for each of the actions needed to complete the functionality
