New country: Rwanda #36

Hi everyone, we've just been informed that pest alerts are now available for Rwanda: http://192.171.139.69/api/pests/?country=Rwanda

If it's possible in the time that we have left, could we add this country in? If so, please let me know and I will get the district list for you.

Closed as I'm waiting for confirmation from CABI that we want to include this country.
