Describe the problem you'd like to solve Freelancers, especially people that deliver assets like film and photography, often struggle to get paid once they have delivered their product to the client. Contracts can be ineffective as it takes time, money and legal nouse to produce them and then ensure they are adhered to - often freelancers have to rely on the goodwill of their clients to get paid in a reasonable length of time.

Once clients have their products they have little imperative to chase up invoices and it is easy for them to simply ignore the freelancer who won't bother spending the effort to chase a relatively innocuous amount. It is in their best interest to simply seek more work elsewhere.

There could be a system where freelancers upload verification of their work in a compressed/watermarked format that the client then sees and has to pay in order to get access to.

Who are the stakeholders? Freelancers, especially those just starting out, and their clients.

What is currently being done to solve this problem? Contracts (see above). Not a lot else. Either you're a contractor who has the resources to utilise contracts effectively or you're not so you don't.

Cool idea though for people not on Upwork etc... to get the protection those sites offer but able to just work directly with their own clients.

This is a related tool. It helps solve the problem with social proofing, people don't like being shamed and easier than bothering with small claims court. It is a very different app functionality wise but thought you might like it. http://www.gentlereminders.club/

Cool idea, I met the founder of https://chaserhq.com/ (really cool guy) - it's more targeted at larger orgs and revolves more around sending email reminders but could be some inspiration.
