[cachelib][oss] added mvfst as submodule #261

This change makes the mvfst is imported as submodule instead of external dependency. This would allow Meta's internal tool (ShipIt) to publish the snapshot of stable hashes as with other Meta maintained submodules (e.g., fbthrift, folly).
