Move "Show 3D map" from background panel to Map Data panel #1107

Description

Right now "Show 3D map" feature sits in the "Background" panel with all the different satellite layers. But it's more of a map data rendering window, similar to map features that you turn on/off. This is not something that you place under OSM data to edit from.

I agree that it doesn't belong where it is.. A lot of unrelated tools have found their way into the Background and Map Data drawers over the years, and I kind of want to move these to their own drawer.

A quick side note that in addition to reorganizing the the items in the panels a quick action for recurring users would be super helpful. I posted examples at https://github.com/openstreetmap/iD/issues/8801. For this the steps could be

  1. cmd+k
  2. type "3d"
  3. enter to (de) activate the 3d option
