For my own edification, I tried their URL and do see the address point data. inspecting the un-conflated response from the ESRI endpoint for chester county yielded only point data, even in a place where the map viewer clearly shows buildings in view.
Steve Moore at Esri has no issue loading either dataset contemporaneously.

And finally, the API call is yielding data. Suspect an issue on the back-end.

This problem appears to be intermittent and region-specific ( we suspect that it's centered on users in the east coast of the US mostly).
General steps: Find a dataset you care about in Rapid (FB Roads/ MS Buildings / ESRI) and load it- if no data appears, you may be affected by this bug.

OSM US Slack user 'Ward' reported that the chester county PA buildings/address points disappeared sometime last week.
They are unable to see either the address points nor the building footprints. Example URL:
