Chester County, PA buildings seem to be missing #1323

Description

OSM US Slack user 'Ward' reported that the chester county PA buildings/address points disappeared sometime last week.

They are unable to see either the address points nor the building footprints. Example URL:

https://rapideditor.org/rapid#background=Bing&datasets=eafffc5ac75e47a1a29716341ffa5f26,924557178bdc45b993789b484e795239&disable_features=boundaries&map=17.14/40.04675/-75.64207

For my own edification, I tried their URL and do see the address point data. inspecting the un-conflated response from the ESRI endpoint for chester county yielded only point data, even in a place where the map viewer clearly shows buildings in view.

Steve Moore at Esri has no issue loading either dataset contemporaneously.

Here is the URL of an area that should have ESRI Buildings:

Here is what I currently see in Rapid at that location: image

And here is the displayed geometry coming from the ESRI map viewer:

And finally, the API call is yielding data. Suspect an issue on the back-end.

Steps to reproduce

This problem appears to be intermittent and region-specific ( we suspect that it's centered on users in the east coast of the US mostly).

General steps: Find a dataset you care about in Rapid (FB Roads/ MS Buildings / ESRI) and load it- if no data appears, you may be affected by this bug.
