Report #3 of same issue- Starting view hits API limits

Description

Oftentimes when selecting a task from Map Roulette the map starts really zoomed out. Instead of the screen saying "Zoom in to Edit", it downloads everything in view until I hit my API limit. This makes using Rapid impossible

@sicknacco has filed #1453 and #1391 on this in the past. This problem isn't going to get any better with the OSM Api limiting being even tighter these days.
