Previously selected imagery layer is selected even if it doesn't make sense for the initial viewport #902

Description

I was editing in The Netherlands previously where they have super nice 10cm aerials.

Just now I loaded Rapid again and it was zoomed out to the world but the NL imagery was still selected.

I remember finding this when we switched from using d3 to pixi for drawing the background imagery, left a comment, but forgot to open an issue about it.
