Support Jetbrains Toolbox for REACT_EDITOR ENV #10269

Hi. I have issue with open files from react error overlay in my IDE.

I installed it from toolbox on macos. Toolbox set Applications/JetBrains Toolbox/WebStorm.app

Here not paths with toolbox https://github.com/facebook/create-react-app/blob/master/packages/react-dev-utils/launchEditor.js

For solve this issue need add new paths for IDEs from toolbox
