setup.py should not copy over *bcm.conf anymore. #137

3e5495ea33b995fc9b8f3b9dd3b05d7e4d13ef53 removed support for copying over bcm_configs into the packaged fboss-bins* directory. Updated setup.py to avoid doing any bcm config related processing.
