To Reproduce

open install plugin , the plugin list is very short ,

or first open is good, but close flipper , and reopen , open install plugin , the list is very short

Environment

0.235.0 to 0.239.0

Hi @YingchenWang007, i fixed this bug in this PR https://github.com/facebook/flipper/pull/5161 that has been merged today.
