Add support template engine Fenom #6761

Would be nice to see Fenom included in the list of systems being tested for compatibility with HHVM. PhpUnit exist for it.

Unless there is a significant testing surface area that a framework covers that isn't already covered by other frameworks or tests, I don't think we want to add more frameworks to the test suite.
