Create a GitHub Action workflow to push every commit to hhvm/hhvm-staging #9254

staging-repo-key.kms-ciphertext is the encrypted private SSH key, copied from https://github.com/hhvm/packaging/blob/80d75fc/aws/staging-repo-key.kms-ciphertext
This workflow works on a shallow clone, including only commits between hhvm-staging's master and this repository's master branch. See https://stackoverflow.com/a/58082274 for how it works.

Note that we should not directly synchronize commits from internal repository to hhvm/hhvm-staging because that would result in commit hashes different from this repository.

Test Plan:

I created a https://github.com/facebook/hhvm/commit/test-push branch, which temporarily enables the workflow for test-push branch, used to test the functionality, not expected to merge to master. See https://github.com/facebook/hhvm/actions/runs/3239178572/jobs/5308250342 for the workflow log.
