Remove rocksdb_enable_2pc system variable #1385

The InnoDB counterpart was deprecated in 5.7 and removed in 8.0.

Update the tests not to reference it, except for rocksdb_rpl.rpl_gtid_crash_safe, which required the variable to be disabled, thus delete the test completely.
