[RN][NewArch] Fix website New Arch documentation #4093

Starting from React Native 0.74, we moved the New Architecture documentation to the working group.

While releasing the website, the cut was not correct and we ended up having the same website we had for 0.73.

This change fixes that, using the new landing page which redirects to the working group.
