miscellaneous fixes to building and packaging on ELx #38

I needed to get tac_plus to work on EL9. As I had some time, and was slightly bored, I also added a bunch of other stuff to tidy up the .spec file.

I compile on EL6, EL7 and EL9. I made SysV/systemd scripts follow the OS and same with tcp wrappers.

I'll merge this, but FYI these days tac_prod is packaged in EPEL 8 and EPEL 9 upstream, see https://src.fedoraproject.org/rpms/tacacs
