two empty files are missing:

./cloud/endagaweb/migrations/__init__.py
./cloud/endagaweb/devops/__init__.py

first one breaks django migrations (no endaga-specific tables are seen when doing python manage.py makemigrations). can't comment on the second one

reproed and fixed. don't know what the second is used for, skipping it for now
