Update overall project status in README #3136

Draft.js has been internally unmaintained at Meta for a while. Instead, we've been building and migrating to our replacement text editing framework, Lexical.

This PR marks Draft.js as unmaintained for external users.

Earnest question @thegreatercurve and Meta: Why archive the entire repository vs. turning it over to the community for on-going maintenance and development? I understand Meta is moving on, but there's still a lot of projects/companies that use Draft and I'm sure there's support from the open-source community to continue on with it.

Sorry, one more question... What is going to happen to https://draftjs.org? Will the docs stay up for the foreseeable future or is that going to be deprecated as well?

@AndyGCook Good question! Archiving doesn’t mean deletion, and the community is always welcome to fork the repo to continue maintenance and development.

In regard to transferring ownership of the repo, we’ve been hesitant to give the keys to any random person, as it still receives a lot of downloads, and could therefore pose a real security risk.

However, if an open-source foundation or an external group with a decent OSS governance model want to take ownership, that is something we would definitely consider.

We've not got any immediate plans to remove the site, at least until the repo is archived. If we do, the site and all of the developer docs are still available in this repo as markdown.
