Adding UTF-8 support (or any encoding) #34

adding an option to send encoding to the AMPArticle::create function to use DOMDocument->loadHTML to create UTF-8 instant articles

in my website I have Arabic articles and I needed to make that change for the plugin facebook-instant-articles-wp to set the encoding
