I'm getting this error too with a fresh atom install on linux.
apm uninstall nuclide ; apm install nuclide@0.357.0
apm uninstall nuclide && apm install nuclide@0.357.0
Getting this error on Ubuntu 18 with Atom 1.28.2 and nuclide 0.36.0. Solved by uninstalling nuclide and reintsallling 0.357.0.

Same here on macOS, had to downgrade to 0.357.0. Even happens on a clean install.

have downgraded till this is fixed:
apm uninstall nuclide && apm install nuclide@0.357.0
This seems to be the commit which broke nuclide for non-facebook users:

Yes, and this should already be fixed for This week’s release.

Strangely when Atom starts and this error occurs I get linked to this issue; https://github.com/facebook/nuclide/issues/1439
This is still a problem for me and my entire team in 0.360.0
Was the same for me @dayjo. You have the rollback command in the comments in this issue.
It's pretty obvious that this is an issue that affects everyone that updates to the latest stable version or installs Nuclide freshly. Sounds like a pretty blocking issue that deserved a fix or a rollback patch release on day 1.
The version 0.362.0 fixed the issue 👍
