Project status inquiry w.r.t. Xcode 8

Hi, I am a Homebrew maintainer.

Sierra has been released for a while, but xctool stable 0.2.9 would not compile with Xcode 8, and there's no new release. This means we cannot bottle xctool for Sierra (this has been an outstanding issue for a while on our tracker — see Homebrew/homebrew-core#4841 — but I had too much going on and did not reach out until now, sorry), and brew install xctool which you listed on your README won't work if the user has Xcode 8. The master branch does compile though.

Could you please cut a new release?

I read on #704 that the project may be deprecated for Xcode 8, but there's no confirmation and README update afterwards. If I'm reading this right, would you rather have us limit the formula to Xcode 7.3 or below? I didn't see #714, according to which limited Xcode 8 support seems to be official.

@ExtremeMan Thanks. There's no hard deadline, but your users are waiting, so please try to have this done in a reasonable time frame (maybe a week? Your call).
