Closes #102 using the action model used by black. This uses a simple Dockerfile to install ptr and run it (with default values or user-provided args).
Once action.yml has been checked in, we can follow these instructions to publish to the action marketplace. For now, I've chosen a yellow right-arrow to be the action icon in the marketplace, but there are many options available
