Add GitHub actions CI to test with latest build of Python

Summary:

We're removing running CI running on TravisCI
Due to this, the only thing we're loosing is building on the latest nightly build of Python 3

Lets add this functionality back on GitHub actions.

Adding unittests only for 3.10.

Integration run fails with typed-ast. Going to just not run Integration tests for now. Will closer to the 3.10 release. https://github.com/facebookincubator/ptr/runs/2122731343?check_suite_focus=true
