Add support to print coverage without configuration set

• Print coverage when we don't have "required_coverage" in project ptr config

Testing: Update tests

• Unfortunately down to 89% TOTAL coverage

Giving up with MacOS slow pip installs timing out. Will maybe open an issue to see if we can increase timeout, but their performance is really bad!
