This is Arm64 Ubuntu changes to Django

The changes include:

  1. Upgraded software dependencies, Java, Django drivers, etc.
  2. Config changes, because of software version change, Java in particular
  3. Updated package names on ubuntu
  4. Minor corrections for python module import
