Chef recipie for chef_off_turbo_on is missing #6

It's used here: https://github.com/facebookresearch/DCPerf/blob/9146203daeb8f78572bedc6e8287588e8d0bc750/jobs.yml#L134

As a workaround we're using --disable-hooks flag to benchpress but we should either remove or provide right recipe for that.

Yes, please use disable hooks for now. We will remove the meta specific hooks from jobs.yml
