implement ARM contextual meta learner (lightly tested) #6

As discussed over email, this PR implements the contextual meta learner from adaptive risk minimization. There are other ARM approaches that we are currently developing -- some of them will be equally easy (or even easier) to implement in DomainBed, others may require more machinery.

I will follow up over our previous email thread with more details and questions. Thanks!
