Adding Kabyle language #107

Hi, We are now localizing Facebook into Kabyle language and we reached 50%. I wonder if this is right place to work on translation model for Kabyle language to enable the translation feature on Facebook. Is this the right place? If so, how could we do to work on a Kabyle model.

PS: Kabyle is a latin-based script Beber Language from North Africa. It's also available on Wikipedia
