PyTorch implementation of VCT

@desi-ivanova looks like we have some docstring standardization that we're using in OSS, requiring 80 characters. However, since this is in projects/ maybe we don't need to enforce it.

Could you delete projects from this line so we no longer enforce this? That will make a lot of your tests pass.
