MS-ILLM project 0.0175 and 0.00875 bpp target pretrained model #239

Thanks for this wonderful work. I found the illm project have target 0.0175 and 0.00875 bpp yaml in rate_target config folder. Could you provide the pretrained model or could I finetune easily using this yaml directly. Thanks very much.
