LabGraph Vision implementation #113

Description

Added a new directory that has the android app running object detection on a local video. Results are logged into the Logcat console. (Part of the MLH Fellowship)

Most important for this PR: Support the android build using Buck2 (https://buck2.build/) instead of bazel.
