Update library dependency as defined in the dependabot alerts. Reference link for LabGraph Monitor and LabGraph Viz.

Additional context

  1. Add relevant test plans for LabGraph Monitor and LabGraph Viz.
  2. Specify the relevant information: LabGraph Version (e.g., 2.0); OS (e.g., Linux/Mac/Windows)/ Python version
  3. Update/Add the relevant github action supports.

@jfResearchEng Can I take a shot at it? Also, the reference link (for LabGraph Monitor and LabGraph Viz) mentioned redirects to a 404 page.
