The functionality for mapping glyphs to rgb tiles is in nle/tiles - entirely in Python.
The main mapping file tile.py is generated programmatically using the win/share/tilemap_nle.c file.
win/share/make_tiles.py script reads 16x16 tile definitions from monsters.txt, objects.txt and other.txt files and prepares three-dimensional RGB tiles as numpy arrays. These arrays are then dumped into a pickle file in nle/tiles/tiles.pkl.
nle/tiles/tiles.pkl is then used by our GlyphMapper that maps glyphs to tile index using tile.py and tile index to RGB tile via pickled np arrays.
