Upgrade to Expo SDK 47

Summary: Upgrade app to use Expo SDK 47.

Additional Changes:

• Updated minimum deployment target to iOS 13
• Updated snack-runtime, which required using the custom build raedle/snack-runtime@0.0.2-alpha.4 (see changes in forked expo/snack repo: https://github.com/raedle/snack/tree/playtorch-expo-sdk-47)
