Summary:

Fix extra_scripts bug typo
Add oxford/paris dataset extra scripts.
Add .npy files for paris and oxford in order to extract features using extract features engine. Once we refactor instance retrieval, we will be able to run experiments quicker, since we won't have to extract the features every time.
