Replace cgi module #177

cgi.escape is already deprecated in python 3.3 and no longer available in 3.8

This commit is required to run the plugin on python 3.8 plguin-host

Yeah, this was from the original author, but it is good to clean up for whenever we transition to 3.8.

I actually run 99% of plugins - including this one - on 3.8 already
