Better path handling #24

Still not satisfied with current path handling for CSS, JavaScript etc. Need to work this out.

[x] Files should be relative to the file or in the global location. If basepath is provided, basepath overrides file path.
[x] Template file should be able to define files that will be searched relative to the md file or global as well. Maybe something like {% getfile(somefile.png) %}.
